Should CONGRESS be tried for TREASON?

government in the US broke down years ago due to the incompetence and dishonesty of politicians, we need a way to change the system so power hungry crooks are excluded from the political process, between elections congress and the president behave like absolute rulers accepting no input from the people , the supreme court has behaved similarly for at least 100 years, obviously we can't have a consultation on every topic but if a large proportion of the population are against a policy how is it right that congress can go ahead with it regardless?
